Match relative (local) URLs in a CSS file, ignoring data URLs and remote URLs

This will match URLs within a CSS file, and is set up to allow fine control over which CSS attributes will be matched. By default it will match `background`, `background-image`, and `list-style` attributes. If you want to match other CSS attributes like `content`, the you would add `|content` to the first part of the regex, following `|list-style`.
